There is a closure on herring in CT. Capt. Blaine Anderson fishes live porgie and sometimes hickory shad in the eastern end of LIS. He launches out of Niantic, and his rates are good. I don't want to post his website here, but you could PM me. He caught a couple of monsters last year, including a 52" length 32" girth hog that was released (no weight taken). I've fished with him a few times, I got my biggest last year at 49 inches on his boat.
