Thank you for your e-mail.
To the best of my knowledge, the answer is BOTH. In the case of Florida, while there is no 100% guarantee of where the license revenues go, there is a watchdog type committee that provides some form of security of those revenues. As I was told, this group acts as a reminder to the legislators that any abuses of these funds, for unrelated use, may have serious implications come re-election time.
As to the other states, I have forwarded your question to Dennis Erkan of our staff. He may be able to provide additional information. However, I am sure that if there is not a 100% guaranteed lock box for those other states, the response would be similar to that of Florida.

In the breakdowns of state license structures, the last item is "Supported by Recreational Community"
Does this mean, endorsed by Rec's, or paid for by Rec's?
Or both?
Will the receipts from the license go completely to the Saltwater fishing interests(Programs, enforcement, administration)?
Or to the General fund?
