I can't believe what some people will do...it's really getting out of hand. I have only been fishing with herring for a couple of years but it is really turning into a pain in the a$$. Go through all the trouble of getting a permit, getting bait, taking care of it, and then some a-hole takes them from ya.....paybacks a bitch...hope you find them!!!!
