Larry,
sometimes in that case I would weld a nut over whats left of the bolt to have something to use a wrench or socket to, and if possible I'de heat the block a bit as long as it is in a safe afea not to cause additional damage.
Another way , is to cut or gring the remaining amount of bolt off , center punch and drill and re tap or drill and helicoil it..
