It is screwed up.
We have a very large transient pack in our area. We have had puppies playing out on the cul de sac, coyotes in the yard in the middle of the day & the town won't do anything - some dopes even feed them!
Since we have 3 kids, our solution was to become dog owners (again). One lab/ border collie and one Rottie/ Shepherd roaming the yard with an invisible fence has greatly deterred any action in our area.
