police org's--EP, Police Department, Dept. of Fish and Wildlife--all organizations, departments, whatever you want to call them. i'm sorry, i forgot. being passive and relying on them to do their job has really proven to work. that's why there's less poachers and more law abiding citizens fishing now. that's why there's less trash and more access. i dont' know whats gotten into me
