i'd say most tanks sending units are right on the top of the tank. easily accessable. most boats nowadays have deck hatches right over the sending unit for easy access.
as to why they took all the fuel out???
who knows,maybey they don't like the idea of working right on top of an open tank of fuel?
maybey soldering or something?
maybey "shop rules" liability or something?
i've changed mine with full tanks,and had no problems.
at least it was only 25 gallons.
