I thought that the theory was to leave the tag in so that a given fish could be tracked over it's lifetime. Doesn't clipping the tag defeat the purpose? If you don't have a pen/pencil or can't read it leave the tag in and don't get the hat. The point is to study the fish population, not add to the hat collection. On the other hand if it's a 40+ well.....
