Welcome, Smokebringer - I'm on the other side of the Big Bridge.

Try slow trolling live eels (2-3 knots) with an egg sinker above the swivel around those places you've already mentioned

You can keep live eels in a drilled out 5 gallon bucket tied off to a cleat....oops, sorry - you're still looking for a mooring. That'll solve the bait problem, anyway, once you do get a slot somewhere.

Have you tried Goat Island in Newport?

You may have seen ' Boat fish don't count' around these parts - well, that's not entirely true.
