It almost always happens when we are under the effects of a tropical storm. When I did the research I found that was the case in most of the incidents.
Early stages of big water along the Naragansett shore and Beavertail, etc, are very good fish-wise. You can often see the fish tailing and rolling in the white water - it makes people take chances.
