Joe ,I agree about it happening with the tropical storm effects on the water . Since I have worked at the bait and tackle shop , I have sold stuff to 2 people that didn't come back (different years) . In both cases there were big ocean swells ,but it was sunny out and I think that if people don't see overcast and a ''storm'' they are not as careful as they should be.
