The emissions "reduction" on power plants that should have been passed and was nixed in favor of far more relaxed standards because other emissions sources were being reduced, like auto emissions. When more states enacted the more stringent auto emissions standards (that we all ultimately pay for in the price of a new vehicle) to REDUCE emissions, this reduced emissions was turned into a credit and applied to the power companies. So we paid for it anyway.
These relaxed rules make it so someone like Brayton Point - the biggest polutter in the SE new england - do not need to clean up their act. And they DO have a negative impact on this region
