If all 4 rods had baited hooks, that's one thing. But we all know there are guys at Nauset who set out 12 rods and most of them are dummies to keep the hole to themselves

There's no way a single angler can tend that many rods, and even 4 is pushing it.

There's a law in NY that limits anglers to two rods, but it's never enforced.
