Not sure on the length of these Cutty's, but the Goo Goo Eyes knockoffs I made were very similar in design and shape and were tail weighted.....pretty sure they have to be with the balance of the weight on the Cutty's forward....they will need some tail weight.
I could be wrong but you also need the tail weight to get the tail down in the water so they can "pop"!
