It's not the cost of housing an inmate---it's the cost of all the litigation after a death sentence. $3-$6 million as opposed to less than a million to keep a guy locked up for 40 or so years.
Guys that get life, they get their one publicly paid-for appeal, and if they lose, that's that. They can keep on filing other motions but the have to do them on their own without assistance of counsel. Guys on death row get lawyers for every little writ they bring.
