it's individual responsibility, but social intolerance certianly exacerbated the explosion of HIV among gay men in the 1980's. A lifestyle driven underground is ripe for promiscuity, and the medical community was none too quick to take to the cause of understanding the "gay plague".
The fact that a gay man brought the virus to the US is meaningless. It could have been a female or a monkey for that matter. It still would have likely spread in a similar manner.
Lots of factors have contributed to the spread of HIV.
