I have seen several like this. Tagger does his "gaff plugs"

with a single eye on the bottom

Also have one from a guy on another site that was done this way. He also painted up the popper so that it resembled a baitfish on its side. Cool idea and does produce. I think a lot has to do with how you work the plug. In the case of the latter baitfish on the side, I just give it a pop here and there to imitate a dying bait.
