Those are the correct size screws - you can go larger like redlite if you want to climb everest. Longer screws may cause you to trip so be carefull.
As far as attaching the garden hose to replace the straps: Use some of the existing spike holes. In some cases you may have to use a one inch screw for the straps depending on the thickness of the hose.
Eventually the screws will wear down and need to be replaced, this all depends on the terrain you fish.
