...this is how I do it, but I'm sure there are many other ways....
......I open up my picture or mouse drawing in my photo software...mine being Arc-Soft PhotoStudio 2000 SE...then I click on the edit button on the top menu bar....and scroll down to "image size"...just decrease the number of pixels and it adjusts the size of the photo for you....(just make sure you open your picture up first, before trying to edit it...
)
