You could check the marine store for rust-lok after you rust bust -- it will keep it from coming back -- its silver paint that makes you look like the tin man when you drip it on yourself and cant get it off. Not sure how it holds up under heat. you can then paint over it with your rustoleum. But I would definitely rust bust with rust-lock marine metal prep, its a clearish blue, turns rust into...i dunno, but not rust anymore, so it wont spread. I'd sand or wool off the bulk of the rust, spray the prep, wool, spray again and wipe, then do whatever painting. it worked on my old car, as well as on the boat i worked on.
