I would go with the Tica 7' spin with a Okumha AV50 reel, I have two set ups for my boat and fish them hard and I beilve you can get the set up for under 100.$$ , nice and light can cast them all day. As for bottom fishing a conventional set up like some of the other guy's said the ABU 6500 and a rod of your choice there are plenty of off the rack rods the won't break the bank you can always have the rod tip changed over if you choose to use braid
