The point of slot limits is to protect the best breeders. A 28 inch fish is small but its not a breeder so taking it just cost one fish. A 34 is bigger and has spawned and will have more and more eggs to to lay each year until it reaches a certain age. The huge fish are actualy not suppose to be the best breeders since they are sort of used up already. So anyway , in my opinion the slot limit should not be based on letting the fish breed once or twice then kill them. The slot limit should be based on targeting fish with a low breeding potential like smaller immature fish and big trophy's that have already seen better days as far as breeding potential. You should actually protect fish once they have had a chance to breed , not target them because they have had a couple of seasons to breed. What hurts is a single limit that forces everyone to target the best breeders like about 36 to 40 inches. As far as i know , its fish that size that are the mainstay of each spawning season contributing 5 to 10 million eggs apiece each year.
