Near vertical makes for a smaller tighter action. Less weight and more horizontal position of the plug in the water makes for longer glides and you can work the plug slower. With the right balance of weight, you can make the plug glide (sometimes three feet), walk, pop, glide and twitch at the end or swim subsurface. There's no right or wrong. I like a bit more weight in the tail when the surf gets bigger. For calmer water less weight. Estuaries, depends on current flow.
