Scotch, I've seen the rotting tails & fins a lot over the winter when they really pack up in places like the Thames River. It seems that they huddle so close together that they, uhh, deteriorate a little and perhaps a little cannibalistic too (but that is purely an unedjumacated guess).

The sea lice on the other hand often indicates fresh fish and is a good sign.
