It's a claw anchor brand new never seen water
I bought it at West Marine.

Specs. 11 pounds, 496pounds holding power, for boats up to 23 foot.

Description: The Claw's one-piece, roll stabilized, high-grade steel construction is patterned after anchors used to secure oil rigs in the North Sea. It's very effective in a variety of sea beds setting quickly and reliably, and remains stable in various tide conditions. Stows easy on a bow roller and sets and resets equally fast, although it has limited holding power in mud and soft sand.

I paid $45 plus shipping. I will sell it for 45 and ship it for free
