Yeah, there are obvious situations when you would never shut down, and I guess that the gas saved over a season by shutting down when you can out-wieghs the additional wear and tear on the engines from stopping/starting x times a day.

Give a man a fish and you feed him for a day ...
show him where to fish and ... you'll be sorry
