get one of those wobbly head sheetrock sanding-pole attachments at home depot, with the sanding screens, and go to town on it. while your buddy holds the hose to it.
absolutely NO dust...
forget those chemicals all your left with is a mess and a pile of haz-waste plus neutralizing that stuff to paint over is tough.
