Its got to be more than bait imitated.... there isn`t that great a diversity between NJ and Maine in common bait is there?

Water coloring, quality, consistency, various bottom colors related to rocks, sand, gravel, plant growth, levels of pollutants all might be factors in how fish see/perceive colors.

Quality of light in specific regions related to air quality and how that effects objects seen must be a factor as well, one would think.
