I'm not excusing it but I can see how someone who doesn't know what they are doing ends up at the helm of a recreational boat.

I have no excuses and can't understand how the same thing happened on the tug. Someone should get their nuts cut off on the commercial vessel! As soon as the tug saw the boat on radar the flood lights should have been on , illuminating the barge. I've seen barges 25 miles south of Block island and even out there they will light everything up like a christmas tree once they know another boat is around.

One thing recs. don't realize is just how fast these large boats are going when on the open water. They react too late.

Still , the tug is professionals and if they didn't act right , someone should lose their license.
