The engineering firm and it's engineer of record and oversight by the same needs serious investigation. Any state funded project under Chapter's 149 or 30B are supposed to have written avdavits from the engineer of record signing off that the work was done in accordance to plans and specifications, subsequent addenda, SK drawings, submittals, re-submittals, approvals thereof and Change order directives. This includes testing reports on all concrete, steel and all other appurtenances related to the work.
Whoever signed off on the quality of the materials and workmanship should be heading for Mexico because they are screwed once they start to really examine the chain of events.
