quick free way open the photo in paint,
on the menu bar
image>stretch skew or ctrl+w
change 100 to 50 or 60 percent
save as something else so you don't replace the original. upload new photo.
you may have to go even smaller percent of the image depending on how big it is.... this is the quick and dirty method i use.
