from what ive heard, George's Bank has oil beneath the surface of the bottom. the fishing fleet's lobbyists in the 70's put the stomp on that proposal when they wrote the first Magnassen Act. im not sure if they have re-newed it yet, but i know the issue has come up again while they have been debating it.
