Kid's scissors for cutting braid, $3 max ... as for good pliers for short money, check out M&Ds, they have a new pair of pliers, retail for reasonable amount and don't last on the shelves that long ... cannot remember their name, but I'm sure Mike would. They are designed to cut braid.
