I don't mind the wind and rough seas but I don't care to be standing in a downpour for several hours either. Frankly I find it difficult to fish when it is raining real hard. IMO, depending on how severe the wind/weed conditions, I think you stand a better chance with plugs when it is rough then calm. My biggest surf fish on plugs have been when it is pretty nasty.

The best conditions (again MO) are what we had a couple nights ago, strong tide/moon and heavy overcast (dark) with a modest breeze and about 60 or so degrees.
