Yes there are stripers out here and they usually catch them in San Francisco bay. I do not personnally target them because they are rather small and I am spoiled by what I catch when I come back east. The minimum size here is 18" and most of the fish caught are 18 to 24". There are some big ones caught but they are few and far between.

The striper population here came from transplants of eastcoast stripers planted in the thirties I believe. There is a rather large program hatchery raising stripers but it is under attack because they eat the salmon which are also hatchery raised. Salmon out here is the fish of choice and probably is the equivalent, in popularity for catching, of the striper is back there.

I will pass your advise onto my brother in law.
