C & R would be a complete joke. With the number of unsubstantiated claims I hear every year, it would be recipe for disaster. A dead fish on the scale is the only way to truly confirm a catch, IMO. Don't even get me going on this one.
If we took all of the claims people made each year and actually confirmed them with a scale, there would be a lot of disappointed fishermen and shatterd egos.
