Put the onus on the weigh station to account for each one of their numbered slips that are issued. When the tourney ends, OTW could call that shop and say, "what happened to slips 22-30?,they weren't returned to us but you used them." This wouldn't add any additional hassle, because the slips need to be returned anyways. They would just be numbered and accounted for.
