I don't know the specifics of the coastal dynamics at matunuck, but in general, beach replacement is futile, rediculously expensive and... stupid. In this case, who knows what it will do.
Before the stuff can be dumped there will have to be a completed env impact statement. It would look at the quality of the dredged material and the impact on the ecosystem where it gets dumped and stuff . If people disagree with the eis they can take legal action
