NEFMC may limit entry for Gulf of Maine charter fleet

I read in my most recent issue of Commercial Fisheries News that the NEFMC has suggested that a limited entry plan for the Gulf of Maine charter boat fleet be entertained as part of new groundfish regulations. Does anyone feel like this may be a better idea than having even stricter limits on the size, number, and/or poundage of cod allowed to be taken by customers on a charter vessel? This was only a quick mention, and I do not know what the criteria would be for choosing which vessels will be allowed entry. If anyone knows where to find more information on this subject, please let me know.
