Are you asking because the blank has a dull finish to it and the wraps are shiny epoxy? Some blanks are made as a dull finish, most have a gloss finish.

I would think that even adding just one layer of epoxy to a rod blank, that it can change the action.
I don't think that flex-coat or Aftcote impacts the action of the rod at all. As the name implies, these coatings are very flexible and do protect the rod. I've only coated the entire rod when it is VERY old and has had some damage to it (nicks, corrosion, etc.).

Given the blank you're describing (brand and age) I wouldn't touch it other than to fish it

Three-fourths of the Earth's surface is water, and one-fourth is land. It is quite clear that the good Lord intended us to spend triple the amount of time fishing as taking care of the lawn.
