I know there were additional thoughts on why the tuna catch was slow last year and they speculated that was related that to inshore commercial fishing....Ok no problem. A legal activity you might want to regulate a little more.

What bothers me is that the illegal guys are taking these fish and the first thing authorities do is target the legal guys.

I know they have the best of ontentions with the long term interest of the species but they should focus on getting those illegal guys and once those efforts are exhausted if they still need to increase restrictions then so be it. But that should be the last step when a third of the catch is illegal.
