"Club Fed"---minimum security federal prisons for non-violent and mostly white collar offenders, has existed for years. There was one on an Air Force base in Alabama that even had a golf course.
In almost every prison system in the US, inmates are segregated according to their level of offense. There are hundreds of minimum security prisons that have cells that look just like that one, without the necessity of inmates having to cough up "rent". What's the point of making the guy doing 30 days for OUI serve his time next door to a killer or a rapist? Jail is still jail, no matter how you slice it. Work release is also common for non-violent inmates.
