Everyone is trying to tell you that you have to do the legwork. There is no guarantee to anything.

Check your local harbors on the bay and sound side. Go at night, check under the lights, go early in the am watch the surface before the boat traffic starts, hit the local beaches and inlets and LOOK for them. Be armed with a couple of big weighted treble hooks. If they are around and in good numbers you should have no problem casting out past them... letting the treble sink a bit and then ripping it through the school. It takes some practice, but once you get it down its easy. You are basically trying to impale the pogies.

Making bait is actually pretty fun, go and give it a shot. You'lllearn a lot too. You may see bass or blues attacking the pogies while you are there... who knows. You have to put the time in to get good!
