To post a picture, make sure it is 800x800 or less in size (if you need to resize, get Microsoft's Image Resizer:

When you are replying to a thread or making a new one, below where you hit "Submit Reply" you'll see where it says "Manage Attachments" - click on that and a new window will open where you can browse your hard drive to upload a picture....
