Damn - that really pisses you off. I had a similar case many years ago and I know how you feel.
It is a no win situation and I hope he either goes to jail or bails before you have to confront the bum. Amazing how loneliness makes a fool of people. Perhaps your neighbor will come to her senses before she marries him.
