They should do it like a golf handicap using the previous years results then the previous two year results , etc. Assign 1 point per pound. take the best boat score and devide it by the best shore score. that should give you a number like 1 .2 , 1.3 1.1 , etc. that is how the premium for a shore fish should be calculated. you can then adjust that a little by redoing the calculation using 1 years data the second year and 2 years data in the 3rd year , 3 years data in the 4th , etc. eventually you have plenty of data and a shore multiplier that is based in past catches and should be fair to everyone.

beyond that , we need to catch some 50's to replace the 30's to regain the lead!!
