Yeah, I figured the intoxicated part went without saying.
But I don't get the "causing a false response" charge

Are the cops saying he really wasn't clinging to the buoy and wasn't in danger of either drowning or dying from hypothermia??
Unfortunately, I don't think "criminal stupidity" is on the books anywhere as a crime
