I don't understand the concept of catching the fatest 34" fish

How is this a measure of the best fishermen? To me, you would get more interest in a biggest fish contest. IMO the 34" size limit is a small fish and is just there to support the tube idea which is fine but to build a contest around it just seems silly to me.
