the question came up (here, or elsewhere) as to why do the "need" to be able to fish inside the Bay?? why must they work an area thats already being fished by rod 'n reel and recreational boats daily?? if theres only 3 permit holders, why can't they catch their fish outside the Bay- its not like they're gonna be beaten to the fish by another boat? right?
