It doesn't really matter. They show consistently within a 10 day span each year in April on Cape Cod, lots of snow, no snow, cold or warm. The only thing that keeps the bite off is water temp and then they usually seek bays and estuaries that warm up faster than the open water as the bait is active in those places with warm shallow waters.
